The Public Association “Institutum Virtutes Civilis” (IVC) is an independent, apolitical think tank committed to enhancing democratic principles, promoting good governance, and improving the effectiveness of public policies related to human rights. We place special emphasis on participatory democracy, good governance, human rights and gender equality, capacity building for effective governance, education and research, and social inclusion.

The spectrum of activities carried out by IVC is broad and includes research in public interest areas: the development of thematic studies; training for capacity development of representatives of public authorities at all levels and representatives of civil society for good governance and effective implementation of reforms; conducting advocacy campaigns and activities to promote civic education among citizens and encourage their involvement in the implementation of democratic reforms, etc.

Our efforts have been recognised and praised in 2024 by the EU Delegation in the Republic of Moldova. We were honoured with the „Stronger Governance” award for our efforts to promote good governance and participatory democracy, highlighting our positive impact on society and communities, as well as our success in mobilising and inspiring women and youth to participate in decision-making processes.

In alignment with our mission to enhance participatory democracy, we are leading the Platform of Civil Society EU-RM, which comprises many local and national CSOs to advance EU values and support the implementation of the Association Agreement between the EU and Moldova.

In the context of the activities implemented by the IVC, the organisation is seeking to hire a Project Manager.

Description of the Position:

The Project Manager will be responsible for ensuring effective and efficient management of the projects implemented by the IVC. The Project Manager will undertake a range of actions contributing to the design, planning, management, implementation, and monitoring of project activities. He/she will also contribute to the implementation of the IVC activities within the area of participatory democracy, good governance, human rights, social cohesion, youth and women empowerment, participation and leadership, by coordinating and ensuring the synergies between various projects implemented by IVC.

The Project manager will start his/her activity by coordinating a project oriented to strengthen active citizenship, participatory democracy, civic engagement, and promote European values. He/she will coordinate activities aiming to promote cultural diversity and enhance social cohesion among different social groups. The project manager will engage in various activities implemented by IVC that will create a framework for cooperation among representatives from other fields, such as education, culture, and tourism, to promote European values, active citizenship, and cultural diversity. The project manager may also be engaged in fundraising activities.

Essential Duties and Responsibilities may include, but are not limited to the following:

  • Exercise overall programmatic and administrative support of the project, manage effectively and efficiently all project activities and resources (human, financial, physical/material assets, etc) to meet expected results;
  • Ensure the timely and efficient delivery of project outputs and products leading to the achievement of expected results;
  • Develop project documentation, including budgets, project workplans, Terms of Reference, technical specifications, notes of understanding, and project agreements, etc. Develop public calls for participants’ selection for the capacity building activities and for the other projects, relevant activities involving beneficiaries’ participation;
  • Identify key performance indicators as well as develop and maintain a monitoring system to ensure effective information sharing, provision of feedback and elaboration of qualitative progress reports (both narrative and financial);
  • Provide support and inputs to ensure the wide dissemination and visibility of project achievements. Ensure mechanisms for exchange of information, experience and lessons learned at the local and national levels;
  • Maintain close coordination with project partners, ensure synergies and avoid overlaps in project implementation, and collaborate with the donor in the project implementation process.
  • Liaise with the national and local stakeholders and the donor to ensure that project results are achieved and project resources are managed efficiently and effectively;
  • Build partnerships with local and central public authorities, civil society organisations and other actors involved in the project;
  • Lead and coordinate the organisation of meetings, workshops, conferences, trainings, study visits and related activities relevant to the implementation of the project.
  • Engage in fundraising activities;
  • Carry out any other duties as may be required, which contribute to the project’s efficient implementation.

Education:

University degree in education, communication, law, management, or other social science fields.

Required Experience:

  • Experience in thematic areas: human rights, civic participation, communication, inclusion, gender equality, and social cohesion.
  • At least three years of working experience in the design, management, and/or monitoring of projects and/or working in a relevant position to this post;
  • Experience in communicating with central and local public authorities and establishing partnerships;
  • Experience in coordinating communication processes that will ensure a good visibility of the project; 
  • Strong planning and coordination skills, including the ability to develop work plans, budgets, results frameworks, and risk mitigation plans.
  • Capacity to manage multi-disciplinary teams, consultants, and partners (CSOs, local authorities, academia, universities, media, etc.).
  • Experience in donor reporting and familiarity with results-based management (RBM) or logical framework approaches; 
  • Experience in participatory approaches to project implementation;
  • Experience in the development of the ToR and the identification of the experts needed for the project implementation.
  • Experience in the work for a donor organisation, governmental institutions and/or NGOs is a very strong advantage.
  • Experience in fundraising for non-governmental organizations;
  • Flexibility to work outside the regular working hours.

Skills:

  • Deep commitment to democracy, European values, human rights, gender equality, and inclusion.
  • Excellent analytical skills, ability to summarise and clearly present processes; writing skills characterised by a structured, intelligible, and concise approach without compromising the core message.
  • Ability to work swiftly, including in online environments, underscoring adaptability and efficiency in task execution;
  • Ability to represent the organisation externally—in donor meetings, conferences, and advocacy events.
  • Fluent in Romanian, English and Russian languages;
  • Strong interpersonal and organisational skills;
  • Ability to coordinate complex and multi-stakeholder activities, and be able to think strategically concerning complex and challenging tasks;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages;
